They are used when they are not essential, it helps start quicker and smoother on warm up and better for emission output whilst warming up. Most cars in our climate can still be used with no glowplugs ( but rougher starting and more emissions) .
a starter relay will not hold up for use as a glow plug relay. they are not designed to take the current required to fire the glow plugs and will burn out quickly. I did a search on the topic of using a fender mounted style ford starter relay/solenoid for glow plug duty and I read back through about 5 years of posts.
Cold your WTS light should be on for 12 seconds. Replace the controller or wire the relay to a push button. Check the glow plugs, short cycle times are classic for a couple burnt out glow plugs. To test use an automotive test light. Clip the ground clip to the positive battery termonal.

The GPR it self is located behind the fuel bowl on the passenger side. it's brown you should have two that look similar, the 1st is the AIH relay, and the 2nd one is the GPR it's father away from the bowl. The glow plugs are controled by the PCM (powertrain control module)it behind the left front wheel, remove the wheel arch liner and the pcm cover. it will have to be programed by ford if you replace itif you think that this is the problem with your car then the best thing to do is take it ford for reprograming or replacement ..
