The cursor is still drawn on top of your window like every other window. Unless you made your own raw input. But 100% sure your cursor moves through whatever the resolution of the window is. Your mouse if it is a vector couldn't be a 3D one. Most games don't let you move the camera with depth, height and width from the mouse.
The only way to prevent this is to use the same resolution ingame as your desktop. During the resolution change from 4k to your current ingame resolution, your desktop changes it's proportions. Since the client auto detects your resolution, it tries to fit itself under the new one and then glitches to that little white square.

Trying out YoloMouse to make LoL playable at 4k. It works great. I rarely lose track of the cursor in a team fight. Text and minimap icons are still tiny tho
Yes, that is what I found out too. I used the G240 mouse pad (said it was perfect for the G502 mouse) and it was medium size. I liked it but yesterday I got the Steelseries QCK+ but the big one. Thing is, that's irrelevant for me. I suspect the biggest problem is my desk. The way it's set up, I can't do any arm movement, only wrist.
I think it's the perfect size. I wouldn't go bigger though, but 24 inch is also perfectly fine. I have a 27" 1440 screen, not sure if it's me or not but sometimes I lose my cursor position, but I also don't keep my screen centered on my champ. League doesn't need a great video card for high fps, I have my screen at 120hz and freesync enabled.
So I just got a new laptop, the Dell inspiron 15 7000 gaming, which was a big upgrade from my last laptop. The thing is, when I play league, the in-game text, mouse cursor, and minimap icons are abysmally small - too small for me to read. I constantly lose track of my cursor due to its size.
